Why Plumbing Permits and Backflow Prevention Are Required

Why Are Plumbing Permits Required?
Under the New York State Plumbing Code (Section 106), a permit is required for any plumbing work, including irrigation system installation. Permits ensure safe, code-compliant installation by a licensed professional and allow for proper inspections by the Village Building Department.
What Is Backflow and Why Is It a Hazard?
Backflow is the reversal of water flow in your plumbing system, which can draw contaminants into the potable water supply. It can occur due to backsiphonage (a drop in supply pressure) or backpressure (a pump or pressurized system forcing water backward).
Why Are PVB, DCVA, and RPZ Backflow Devices Required?
Backflow prevention devices are required under New York State Plumbing Code Section 608 to protect the public water supply from contamination caused by irrigation systems, boilers, hose bibs, and other plumbing cross-connections. Each type of device serves a specific purpose based on the hazard level of the system it protects.
Pressure Vacuum Breaker (PVB)
PVBs are typically used on residential irrigation systems like lawn sprinklers. They prevent backflow by introducing air into the system when pressure drops, stopping the siphoning of contaminants like fertilizers and pesticides. Required by NYSPC Section 608.16.5 for high hazard irrigation systems.
Double Check Valve Assembly (DCVA)
Used in low-to-moderate hazard applications such as commercial fire sprinkler systems without chemical additives. It contains two check valves to prevent backflow through redundancy. Not permitted for high hazard systems.
Reduced Pressure Zone (RPZ) Valve
RPZ devices are required for high hazard systems, including irrigation with fertilizer injection or chemically treated boilers. They offer maximum protection with two check valves and a relief valve that discharges water before it can reach the public supply. Required by NYSPC Section 608.13.2.
Summary:
- PVB: High hazard irrigation (e.g., lawn sprinklers)
- DCVA: Moderate hazard (e.g., fire sprinklers without chemicals)
- RPZ: High hazard with chemical exposure (e.g., injection systems, medical facilities)
All backflow devices must be installed by a licensed plumber and tested annually by a certified backflow tester. Results must be submitted using DOH Form 1013.
